EBX Strengthens Its Management Team

January 3, 2007: The Environmental Banc and Exchange is pleased to announce that effective January 1, Randy S. Wilgis became President of the Owings Mills based firm. In this capacity, Randy will be responsible for the fiscal performance of the company. Randy joined the EBX team in October 2004, and since that time has emerged into this new leadership role. According to Chief Executive Officer Dixon Harvey, "we are excited to have Randy leading the company. His energy, focus, commitment and long business development track record will help ensure EBX's position as the market leader in the emerging ecosystem restoration and mitigation industry."

According to Randy, "EBX holds a strong leadership position in a dynamic market as a direct result of its outstanding management team. The team's combined years of operational and environmental experience is extraordinary, with an unparalleled track record of delivering high quality and successful ecosystem restoration projects. Because of the strong existing team, my primary focus will be to expand EBX's customer base in the South East, and provide a strategic framework to maintain our position as a nationwide leader in the ecosystem mitigation and restoration industry."

Prior to joining EBX, Randy served as Senior Vice President with TESSCO Technologies (NASDAQ: TESS). Mr. Wilgis' early career was spent as a Construction Project Manager with The Whiting-Turner Contracting Company where he was part of the founding team for the Company's West Coast operations. Mr. Wilgis then joined TESSCO Technologies and boasts a 13 year track record of successful business development efforts. While at TESSCO he founded three service businesses with combined annual revenues of over $250 million in 2004.

George Kelly and Thom Rinker will continue to play lead roles on the management team. George Kelly will continue to spearhead EBX's strategic and business development, with particular focus on expanding business throughout the South East region. In his ongoing role as Chief Operating Officer, Thom Rinker will continue to lead the critical implementation of EBX's projects and management oversight for the regional implementation offices. Steve Jennings will continue as Chief Financial Officer, providing the accounting and cash management backbone for the company. Dixon Harvey will transition from his active management role to Chief Executive Officer primarily focusing on investor capital oversight, with Randy Wilgis taking over Dixon's EBX management responsibilities.
